CBA1787—The Municipal CBA
Below is a placeholder video until we have created a unique introduction video for CBA1787.
Summary:
The Municipal CBA applies proven lessons from the HOA CBA to reform cities and counties through constitutional design, transparent budgeting, and Value-Linked Currencies (VLCs) that reward verified improvements in public services. As an incubator for potentially thousands of other municipal CBAs, it provides a unified framework for modernizing permitting, infrastructure maintenance, emergency response, utilities, and community development. Rooted in constitutional principles first articulated in 1787—checks and balances, bicameral representation, and limits on arbitrary authority—CBA1787 enables municipalities to replace opaque administrative processes with measurable accountability aligned with resident well-being. Municipalities operating under this model compete constructively by reducing service delays, infrastructure failures, risk exposure, and financial waste, while residents gain value through VLC units tied to rising property values. Over time, the Municipal CBA becomes the structural center of governance transformation: the moment when prototypes become standards and local government becomes transparent, constitutional, and performance-driven.
The HOA CBA (CBA1357), Municipal CBA (CBA1787), and National CBA (CBA2357) form a unified progression for constitutional economic reform. Referred to in U2D2 as the Bridge Series. CBA1357 begins the process by prototyping governance innovations inside HOAs. These results then feed into CBA1787 (cities and counties) and CBA2357 (small nations), allowing each successive step to build on verified outcomes. Together, they form a coherent sequence for scaling EconStitutional governance across increasingly complex jurisdictions.
