This whitepaper addresses the risk of bureaucratic overreach. While inspired by the dysfunction of federal, state, and municipal bureaucracies, its focus is not on reforming public institutions directly, but on preventing similar problems from emerging within CBAs. Like traditional bureaucracies, CBAs could become vulnerable to unaccountable decision-making, mission creep, and resistance to change. Building on prior concepts—including Value-Linked Currencies (VLCs) and AI-based checks and balances—this paper proposes governance safeguards to prevent administrative bloat. Implementing such reforms in CBAs may also serve as prototypes for eventually addressing bureaucratic overreach in the public sector.
